For over a decade SAFE Regeneration has worked tirelessly within the Bootle community to design and develop a masterplan for the regeneration of the canal-side area. The result is a neighbourhood which has been shaped by local people, designed for local needs and will be transformative for the canal-side and beyond. Consultation regarding development proposals for the the site has been ongoing for some time including the production of the destination Bootle website http://destinationbootle.org.uk/.
SAFE and its community aims.
SAFE Regeneration is the lead organisation of 22 CICs/Social Enterprises, which collectively deliver arts, enterprise and well-being programmes at their base in Bootle, Merseyside. As a social enterprise, all the energy and resources of SAFE are re-invested into its projects and community, without extracting profit. SAFE believes that everyone deserves to live in a happy, healthy environment and this development will include opportunities for shared ownership, social housing and an extra-care facility – a true neighbourhood.
With support from the Power to Change, Homes England and the Liverpool City Region and the ongoing involvement of the Canal and Rivers Trust, SAFE is able to take this Masterplan for the area through to full planning. The key elements of the masterplan are to produce a high-quality designed development which reacts appropriately to the surrounding environment and the needs of the community, building on the existing history and function of the area and creating a ‘sense of place’, revitalising the canal-side which connects well with the wider Bootle area.
The Scheme
This entire development has been designed to be long-term investment and has aimed to develop a positive and transformational vision for Bootle which when delivered on the ground will be divided into the following four distinct phases:
Phase 1 involves the creation of a new three storey Arts/Community Business Hub Facility on Carolina Basin to relocate SAFE’s operations offering office/studio/workshop space to existing and proposed enterprises, a Canal Discovery Centre, Public meeting spaces, potential day nursery, multipurpose hall, & canal-side pod units for community activities with associated parking.
Phase 2 is the main residential phase and involves the erection of 41, 2 and 3 bedroom townhouses and 39, 1 and 2 bedroom apartments.
Phase 3 focuses development around the remodelling and extension of the Lock and Quay to create guest accommodation alongside a 100m2 Microbrewery relocated from the existing SAFE Hub. This phase will also involve the erection of additional residential accommodation including 27, 1 and 2 bedroom apartments.
The final Phase (Phase 4) involves the creation of 80 apartments in an extra care facility – aimed at people 55 and over with some support needs. Not all details of this element of the development scheme have been finalised at this stage.
